Difficult situation while traveling

Normally this scene can be seen on railway stations in India. We will not separate out which Passengers want to go inside and which passenger finishes their travel and want to get down. Why this type of situation arises? Ｗhat　is the root cause of this rush? We can tell everybody wants to do hurry and get the seat. But ,as a Good citizen when we will overcome such type of situations. Why we are not thinking that the people who are in hurry should be given the priority. Again one more question will raised? How to find out whom are really needed to go first? When we will go to railway station, the first thing all of us want to do is put your luggage at the reserved seat and then go somewhere else or to meet dear and near ones. Railway Department has to take certain actions towards this issue. Either they increase the halt time or keep the Railway guard as soon as any Train came to station so this gurad will manage the rush by allowing the Passengers to get down first and then the people who want to travel they will occupy their seats later.
